A Road Usage Charging program charges motorists a per-mile fee to use the roadways rather than a tax that is determined by how much fuel was used to reach a destination.

The emergence of fuel-efficient and electric vehicles, along with a tax rate that has not been increased since 1993, resulted in funding falling behind rising construction costs.
