Maritime Military Facilities

WSP works with governments and military owners on advanced technological projects to benefit national security and energy networks.

Military facilities, even more so than other port facilities, have unique operational needs that are coupled with strict security protocols and advanced technological specifications. While their waterfront structures are often similar to cargo and passenger ports, they also need to serve both equipment and cargo deployment, while at the same time supporting vessel servicing and troops.

Carriers and war-fighting vessels each require unique landside capabilities, while ships for deployment can often resemble the assets you would find in Ro-Ro, container or break bulk ports. At WSP, we understand the special operational and mission requirements these facilities require.

Putting Our Experience to Work for You

We have the extensive experience and industry credentials in planning and designing waterfront facilities that are needed to support military operations. It is our understanding of operational and mission requirements that enables our team to design the customized facilities that are unique not just to the military discipline, but often to each individualized base.

The Port of Guam was first constructed in 1969, and WSP was later retained to update the master plan to address the needed expansion and modernization of outdated facilities. It was also part of the scope to prepare the navy base for the massive cargo increase it expected from the planned relocation of military personnel and related activities from Okinawa to Guam. Throughout this process, it was imperative to respect the crucial role that the Port plays in the lives of the civilian and military populations of Guam and the surrounding islands. As the owner’s agent/engineer for the modernization program, we provided services in support of environmental site assessment; permitting; terminal development and analysis; preliminary engineering and design; program financial planning; and grant and loan application preparation, as well as the facilitation of the Port’s partnership with the United States Maritime Administration (MARAD).
