As the latest of three multi-year street, asset and pavement management assignments for the agency, WSP USA reviewed and recommended improvements to NYCDOT’s initial pavement deterioration model to be used in forecasting the condition of -- and support the determination of treatments for -- the city’s street network.
WSP also analyzed the pavement condition data being gathered by NYCDOT pursuant to our 2015 recommendations to enhance the agency’s pavement management analysis capabilities.
Among those recommendations was that the agency adopt a Pavement Condition Index (PCI)-based method for collecting condition data. For the latest assignment, we compared the new condition ratings under NYCDOT’s modified PCI-based method with those determined for the same street segments using the agency’s previous condition assessment method.
We also reviewed the process followed by the street assessment inspectors relative to our 2015 recommendations and the Asphalt-Surfaced Pavement Distress Identification Manual we had designed for NYCDOT.
