WSP led the feasibility analysis from 2017 to 2018 that led to the current WSP work on the I-205 Toll Project and the Regional Mobility Pricing Project that started in April 2019. Equity is at the forefront of the team’s strategy, which involves outreach and analysis to develop the most equitable outcomes. WSP is leading all the work to facilitate the toll program implementation with an interdisciplinary consultant team that includes public engagement, transportation analysis, financial analysis, and National Environmental Policy Act (NEPA) compliance. The first of its kind in Oregon, the program will ultimately implement tolls at all lanes on sections of I-205 and I-5 to manage congestion and generate revenue for critical bottleneck projects. NEPA compliance is being conducted for the I-205 corridor while starting the planning and environmental linkages process on the Regional Mobility Pricing Project. Major services include:
- Conducting alternatives analysis to identify toll program structure, including identification of equity and mobility strategies
- Leading development of the environmental justice and equity approach, including convening an Equity and Mobility Advisory Committee
- Coordinating direct engagement in multiple languages to historically excluded and underrepresented communities using community liaisons
- Facilitating several committees, including the Equity and Mobility Advisory Committee, Regional Modeling Group, and Transit and Multimodal Group
- Developing the back-office plan for the Oregon Department of Transportation, which includes a Concept of Operations and business rules for the toll program
