The Oregon Department of Transportation (ODOT) selected WSP to develop a more comprehensive vision for its open architecture tolling system (OATS) that enhances interoperability with other states and provides a variety of solutions and payment options. The team researched various open architecture tolling technology reporting and payment options, identified industry standards, created requirements, cultivated the private sector, prepared a Concept of Operations (ConOps) and evaluation strategy and gathered system requirements.
This project is a first-of-its-kind to explores ways that disparate mobility systems—including tolling, road usage charging, parking, transit and others—operate within a single, fully-interoperable platform. This concept and the work the WSP team performed serves as a key foundation for states that wish to reduce administrative duplicity and costs, and for motorists who prefer a convenient, user-friendly single solution that combines modes and payments over multiple systems to plan, reserve and pay for their mobility choices.
WSP planned, coordinated and designed an innovative approach for integrating road usage charging, tolling, transit, parking and usage-based insurance under a single, fully interoperable OATS that is both data analytics- and technology-agnostic. The team researched, evaluated and interviewed multiple technology providers to identify ways their existing systems could be used to support road usage charging and tolling. The team then developed a ConOps, systems requirement specifications, a business rules document, an interface control document, a verification cross-reference index, and a test plan.
WSP conducted 16 workshops with ODOT and other state agencies that explored topics such as data interoperability, contracting and certification methods, private sector engagement, organizational design, and existing systems integration. WSP created three options for deploying OATS including the firm’s recently launched Mobility Marketplace, which combines multiple disparate systems under this single platform.
