"Transforming Qatar into an advanced country” and providing it with “world-class infrastructure” are two of Qatar’s 2030 National Vision goals. Infrastructure readiness and availability is critical as Qatar seeks to achieve its vision and brand itself as a sports tourism destination. The Local Roads and Drainage Programme (LRDP) was launched in 2011 to provide world-class new infrastructure for new residential areas, in addition to developing and upgrading the existing infrastructure in central and suburban areas across Qatar. It also included the construction of link roads that connect several villages and towns.

As a programme management consultant (PMC), WSP managed the design and construction of more than 200 road and infrastructure projects to the highest local and international standards of safety and quality. WSP’s approach to managing this massive infrastructure programme was based on partnership with the Public Works Authority (Ashghal). Through this partnership, international expertise and local knowledge were combined, resulting in a legacy of success and best practice.

 

Acting in our Client’s Best Interests

As the provider of program management consultant (PMC) services to Ashghal, we manage and coordinate:

  • Ten general engineering consultants (GECs) to deliver the designs and tenders and supervise the construction of projects within their assigned areas.
  • The interface with more than 120 stakeholders, including Qatar’s Ministry of Environment & Climate Change, Ministry of Municipality, Ministry of Interior and Qatar General Electricity and Water Corporation 
  • Ashghal’s supply chain which included more than 80 contractors, 24,000 workers and more than 250 approved vendors.

Comprehensive Program Management Services

Our responsibilities include:

As the provider of program management consultant (PMC) services to Ashghal, we:

  • Prepared the baseline assessment of the overall program scope, objective, schedule and requirements
  • Managed design activities of the GECs, including the development of design standards and manuals, conducting design reviews, value engineering and peer reviews
  • Managed construction supervision activities of the GECs, including developing CM procedures and handover process, review and approval of payments, completion certificates, site instructions and variations
  • Developed bespoke construction contracts that were regularly enhanced to achieve higher utilisation of resources. These enhancements were solidified by a revised Key Performance Indicator system (KPI) to drive positive change and incentivise efficient practices.
  • Adopted Value engineering (VE) principles to achieve a total saving of CAD 1.1 Billion in addition to saving CAD 1.5 Billion through major descoping by eliminating non-priority infrastructure elements.
  • Introduced Lean approaches to the Programme, resulting in more construction productivity, improved schedule predictability, enhanced site look & feel, and minimised disruption to the public.
  • Implemented an efficient Health and Safety (H&S) Management system involving an average workforce of approximately 24,000 workers. The Programme has accumulated over 470 million man-hours since its inception with a very low Lost Time Injury Frequency Rate of 0.012. 
  • Introduced several environmental and sustainability innovations including the use of crumb rubber in asphalt mixes in addition to a Green Award Programme that was adopted by the Client for implementation on all of their projects. We also managed significant initiatives that resulted in recycling more than 5 million tonnes of materials and 3.2 million cubic meters of water.
  • Streamlined approval and escalation processes for efficient interface with the LRDP stakeholders. We also developed and signed six memoranda of understanding with the main stakeholders, which led to smooth delivery. 
  • Developed the program management delivery system (PMDS), program management information system (PMIS) and program-wide standards and specifications
