The WSP team worked with the City of Raleigh on the Equitable Development Around Transit Study to identify the growth and affordability goals along future Bus Rapid Transit (BRT) corridors in the city and provided a transit-oriented development (TOD) framework to fully and equitably realize the benefits of BRT in Raleigh, North Carolina.
WSP analyzed growth capacity of the BRT corridors based on current zoning and different TOD scenarios with potential policy incentives, projected future growth and market trends, assessed existing conditions for affordable housing and locally owned businesses, and conducted robust public engagement process to identify goals for future growth and for equity.
A key outcome from the study is a citywide Equitable TOD Guidebook, which serves as a toolkit of strategies to leverage:
- Transit investments for sustainable growth
- Land use policies and zoning tools to maintain and incentivize affordable housing and promote job creation near transit
- Programs to support local and small businesses in the BRT corridors
- Plans to improve the public realm and multimodal connectivity around the planned BRT stations
