WSP developed system needs and related policy directives, identified road charge marketplace needs and associated goals and objectives, provided operational approaches and strategies for attaining system goals, evaluated feasibility and impacts of RUC interoperability of state-based systems, and provided long-range operations planning and guidance for RUC system deployment. At the onset, WSP interviewed each participating state to capture their key concerns and issues with regional RUC interoperability, their goals for both state-level and regional RUC programs, and how they could best support RUC West through the regional pilot. These findings were compiled and prioritized based on the overarching goals and objectives, and used as drivers for the development of all project deliverables. The WSP team prepared various technical documents in support of the multi-state road charge system including interface control documents; technical requirements; a common concept of operations; business rules; communications folios; and organizational, evaluation and policy strategies.
