The RUC West 10-Year Strategic Plan sets the stage for states across the country to find key recommendations, considerations and ideas for deploying RUC within each state. As a first-of-its-kind plan, it captures key considerations from many leading states; incorporates best practices from two legislatively authorized RUC programs; and provides guidance for new states to follow when launching their own RUC research, policies, designs, pilot demonstrations, communications campaigns and program deployments.
WSP led the development of this plan, initially conducting key interviews with 16 of the participating states, capturing key considerations, unique perspectives from each state, thoughts on data sharing and interoperability, goals and objectives for deploying RUC, how to message RUC to the public, and what vehicle types should be considered eligible for a RUC.
Once the interview data was compiled, WSP created three potential implementation scenarios: full vehicle transition, passenger fleet vehicles only, and all electric and alternative fuel vehicles. Benefits and drawbacks to each scenario were developed and then a series of implementation steps, spanning a 10-year timeframe, were developed.
