WSP evaluated tax collection and financial reporting and interoperability processes from state and federal agencies, identified what data points could be used to assess RUC, established both technology and non-technology options for reporting RUC, and created an organizational framework showing how to best integrate RUC reporting and accounting into Wyoming state systems and staff.
WSP led the development of several key deliverables including apportioned and non-apportioned data capture and analysis recommendations, RUC fee structures, data capture recommendations, income sharing and economic forecasting, legal and policy gap analysis, communications strategies, organizational frameworks, and a final recommendations report that outlines specific recommendations and considerations for WYDOT should it deploy a RUC program for passenger, agricultural and commercial freight vehicles.
WSP also led several meetings with the 20-person Wyoming RUC Working Group, providing information, recommendations and education to working group members on key RUC initiatives. WSP provided expert testimony to the Wyoming Joint Transportation and Military Affairs Committee about overall feasibility of RUC and key recommendations and considerations for deploying a statewide RUC program.
